The Fourth Judicial Circuit Urinalysis Testing Lab is located on the 2nd floor of the Duval County Courthouse in the Treatment Courts Division. The Lab conducts observed urine specimen collections for Treatment Court participants, defendants/litigants in the general court divisions and parties engaging in services with the child-welfare court system. Strict evidentiary standards are maintained. The Lab is generally open for specimen collection and testing from 8:00am to 5:00pm, Monday-Friday. However, specimen collection hours may vary during holiday seasons and such time changes will be announced on the random drug/alcohol testing recording, i.e.: the color line.
Test results are guaranteed within forty-eight hours, and in most cases, are provided within a few hours. Staff members are extensively trained in specimen collection procedures and lab operators are trained to operate the technology used to conduct urinalysis testing. Staff members receive continuous training regarding drugs of abuse, adulteration methods and products used to falsify urine testing. The lab currently utilizes an Olympus AU400 analyzer provided by Thermo-Fisher Scientific for all in-house testing. Field representatives from Thermo-Fisher Scientific conduct site visits to the lab throughout the year to provide technical support and to monitor efficiency of the technology used for testing. Specimen collection and testing performed on subjects outside of the Treatment court programs are assessed a fee payable to the Clerk of Court unless deemed indigent by the ordering Court. This fee may range from $10.00 - $30.00 per test.
The lab currently conducts testing for the following substances: Amphetamine, Barbiturate, Benzodiazepine, Buprenorphine*, Cannabinoid (marijuana), Cocaine, Ecstasy*, Ethylglucuronide (Alcohol metabolite), Fentanyl, Heroin, Methadone, Opiate, Oxycodone and Propoxyphene and conducts testing for specimen validity by testing for the Creatinine measurement of each specimen collected. *Indicates testing completed by special request only- additional cost may apply.
For testing not able to be completed in-house, the lab is able to transfer specimens to an outside laboratory for further testing. This will occur for testing needing for substances such as: Synthetic Marijuana, Designer Stimulants and Additional Adulteration testing. If requested, additional fees will apply for this testing.
